The Town of Elba was separated from Batavia in 1820 and the Village was incorporated in 1884. Elba has the distinction of having the first rural mail delivery in the United States, enacted by Congess in 1896.
Agriculture has always been the main industry and the area is distinguished by its two distinct types of soils - fertile farmlands and a muck soil made available by the draining of the Oak Orchard Swamp in 1915. Over 2,500 acres of this "black gold" are in the township which produces onions and potatoes as its main crops, earning Elba the title of "Onion Capital of the World". The Elba Field Days (aka "The Onion Festival") is held the first Friday and Saturday of the month of August.
Elba is located on Route 98 north of the NYS Thruway (Batavia exit). Turn left on Maple Avenue and park at the Elba Town Hall.
Find the "Maple Lawn Cemetery Est. 1861" wooden sign (south of the Veterans' Memorial).
Twenty-two onion steps west and Phineas is REVealed.

Go south to the black obelisk.
Find the sad old pump off to the east.
Cradled in the arms of the watchful maple the clever letterboxer will find bark out of place.
