Locate the shopping area close to the Beacon of brick. Drive down a fishy road to the ocean. (East from Tim Buck II.) Walk up the stairs and board walk and take a look at the beautiful ocean.
Head back down the stairs and go to the side of the stairs (you should be standing in a gap between the sand dunes). On a board walk that is under a board walk is where you shall find the Secret Island.
