After Finding 'Kokomo's Walk of Excellence #2', continue on the walk through Kokomo. Near the end you will cross under a bridge. Circle through the edge of UTC park and onto the top of the bridge. Continue to the South-West end of this bridge. Search and you will find a steel stairway. Take it to the wildcat and turn under the bridge. You will find it in the smallest alcove.
