Retired as of 4/23/15, which is sad cuz I loved this clue, but it appears the location is used as canned food storage by a homeless person.
There is a Palos Verdes Drive for each point of the compass. If you drive around all of them, you can see many beautiful sites:
Unfortunately, the letterbox isn't at any of these points.
Find the flowers with benches at three and seven. Sit down and read the warning, then reach behind you under the shrubbery, but be careful of the thorns.
When you are finished, make sure the logbook is in a bag, and that bag and the stamp are both in the second bag.
