This letterbox is located inside of a geocache (called Wetlands Outlook - GC1WGWG) at Hennepin & Hopper Lakes.
Read more info about the location here: http://www.wetlands-initiative.org/what-we-do/dixon-waterfowl-refuge.html
Coordinates are N 41° 12.968 W 089° 19.343, but if you aren't into coordinates, here are some directions:
Get on Route 26.
When you're either past Hennepin or approaching it (depending on which direction you are coming from) you'll see a sign for "Dixon Waterfowl Refuge." If you are coming from Hennepin (traveling south), turn right. If you are coming from Lacon or Henry, turn left.
Follow the road about half a mile until you see a small green sign that says "Hennepin & Hopper Lake" - turn right. Go through the entrance (fancy bricked gateway looking thing) and drive a short ways to the small parking lot.
The letterbox is located in the tallest structure, which very obvious from where you've parked. Climb the circular staircase and when you get almost to the top, if you look to your left, you'll find a tupperware container marked "official geocache" tucked away under the floor that's above you.
The letterbox is in a Ziploc bag inside of that container.
The stamp was carved carefully, but I didn't have my magnifier with me so looks a bit crude. Still, it's related to the area.
Please be respectful of the surroundings of this very lovely area!!
