At the Ross County Court House in Chillicothe, Ohio find the stone in the wall "A stone from Ohio's first Capitol". With your back facing this stone in the wall, use a compass and find the heading to the location 193 degrees. It is 0.53 miles away. From here you can see the flag waving up HIGH on a windy day. Go to this flagpole.

From the south side of the flagpole, Stand with your back close to the flagpole and facing south plot a course heading 125 degrees and walk 19 paces or to the edge and look down the slope you will see a small tree stump. Look behind the tree stump for the container that has the Letterbox stamp. Enjoy the view from up here. Please hide the container when finished.

Update:
Some people are saying they are having a hard time seeing the flag in some seasons. Proceed West on Main Street till you come to the intersection of Main and Walnut Streets. Stand on the NE corner and look South down Walnut Street. You will see up HIGH 0.50 miles away a flag pole and the flag waving on a windy day. Go to this flag pole.
