Six miles west of Larned on route 156 is Fort Larned National Historic Site. Go visit them, but this letterbox is not on government property. The fort is interesting and very much worth the visit.

If you continue past the fort and make your next left turn, you will be on the right track. A bit down the road on your right, pull to the side of the road just brfore the bridge. You should be able to see an interesting culvert-y thing. I'm assuming it's for flood control. Go stand in the middle of it. After exploring it a little, turn and look at the river. The flooding in the past have made a beautiful sculpture of logs and branches. Now for the box. It's not the greatest spot in the world, but I felt like I should put it near the top of the hill so it didn't get washed away. The box is hidden at 2:00 as you look from the culvert-y thing toward the river. near a medium sized rock and fortified with a few other pieces of limestone.
